I am trying to get a redstone clock to make a command block go off. All my attempts so far have not been successful.
The command I am using is: /minecraft:effect give @a minecraft:saturation 1000 10 false
It has worked when I have entered the block so I know it works, but I haven't been able to get it to work via a redstone clock.

Why does it have to be a redstone clock? You can always use Always Active mode on a repeated command block. (And turn it on/off by /data modify)
Well if you just want it simple, check 3 things:
1. Is the command block impulse/repeating?
2. Did you set the block to Always Active when you actually need Need Redstone?
3. Are there any nearby redstone signals that isn't turned off? (i.e. is the command block receiving a non-clock signal from another source?)
