So I want to make custom items with custom enchantments, but I want to prevent players from enchanting them further using an anvil.

Items have a tag for anvil cost : "RepairCost"

I guess you could use :

/give @s minecraft:diamond_sword{Enchantments:[{id:"minecraft:sharpness",lvl:1000000}],RepairCost:1000000}
