You are trying to get a data's text, which is a tricky thing, but if you get the correct data, how would you even use it then?
I suppose you'll use the /execute store for storing the argument, but it can only store numbers...
What do you really want to do? maybe we could find something...

...Well I searched quite hard and as I saw, the /data can search for NBT, but the "Text1" argument is JSON.
I searched in the map file in NBTExplorer and I found the Text1 tag was <{"text":"..."}>
Seeing this, I suppose there's no way to change a chest lock from a sign text.
But what did you exactly want to do? maybe we could find some tricks for that...

I was trying to make a custom lock datapack. I eventually settled on using a written book, as you suggested, then setting the Lock to the title of the book.

Im aiming to make something which will set the lock for a chest to the first line of text of a sign above the chest. so im using the following command
Yet this sets the Lock to '{"text":"word"}' if the sign above it has the text "word"

Ooooh nice we can now copy text! Altough it's a bit more limited than number, it's still amazing!
Well the Lock argument is not yet in JSON, so you'll have to find another argument to copy non-JSON text...
The only thing I found yet : writing the key name in a book then copying it to the chest's Lock tag works
