Try using (Just incase your version uses the new command system ^^.)
/execute if entity @e[distance=..RADIUS] run COMMAND
You can change @e with @p or add
type=minecraft:player,
before the distance. (@p will get the closest player (basically only one will be affected at a time, which could lead into someone sneaking someone else without giving notice of the second one at all.), whilst @e will detect every entity rather than a single one.)

Put it in a repeating command block and it whenever a player is within 1 block of X Y Z the command will run once per tick.

Thanks for the reply. I forgot to mention I'm on 1.12.2. I didn't know the execute command changed in 1.13. Do you know what the command is in 1.12?
