each team is divided into different categories for different projects
they are very inactive though cause well half of them is married with kids
people can still join up to help the building process of things. but we do severely need command block creators to set the goal out of this world

You told you wanted a "menu"... What kind of menu?
-Server-like menu? (With items in chest-like gui)
-We could use chest at player's head position, which make it invisible, but the player should not move in order to make it work properly
-If you want to make the player open the menu wherever you want, you should have a ressourcepack making chest_minecart invisible, we could do a menu with that
-Tellraw menu? Still simple, but quite accurate. however, a such big project could require something better
-Hologram menu? with text choices floating in air, it would be realy nice if we do it well...

If you want a menu like this, it is made with custom models on carrots-on-a-stick with various durability. If you change the selected slot, you will get another fishing rod displaying a different "menu choice" and making a different effect when clicked. Of course, the fishing rods are invisible in the inventory, so it looks more "like a mod"
You simply need to make a ressourcepack for this, the rest is easy
But if the player would be stationnary, so I don't even need a ressourcepack to make a server-like menu GUI, I'll use the chest-on-a-head technique...
I'll work on that in 1.13.2
It would be a little difficult to make it able to multiplayer, but would be possible.

Yeah, I checked out again. The unseen forces have an amazingly well done ressourcepack! It even takes block textures to make new mobs! I saw what was the GUI about, it simply needs a left click-right click detection system.
If you don't want to read the next content which is about how the GUI is made in this map, I could just tell you that I would be able to make something like that, as long as you could make a ressourcepack for the frames.
As you can see at the beginning of your video, there's a little GUI near the player's hand... It's simply the "GUI item", displayed in F5 mode. It's out of the "Inventory display" range, that's why we don't see the GUI in the hotbar.
For the left click detection :
When the player is choosing the menu, there's an invisible entity (Probably a silent villager, something like that) always teleported to him (In fact, the player is probably teleported by a loop at the same coords, preventing him to move). With this trick and a scoreboard, we could know by commands when the player left-clicks (Hitting the invisible entity, then it's registered into a scoreboard, easy to make)
For the right-click detection :
I'm sure a carrot-on-a-stick is used for this : each time the player changes selection, we could see the damage bar in his selected slot change meanwhile (The ressourcepack probably gives different textures to the carrot-on-a-stick depending on its durability, I know it's possible). Also, the carrot-on-a-stick is the most used item for right-click detection, as we could detect it with scoreboards. Nothing surprising here.
There's also a simple command loop which always move the player's sight a bit on the right (like /tp @_ ~ ~ ~ ~ ~1), making it looking like the game menu.
It won't make any problem for me to do this kind of thing.
At 6:19, you could see there's always a kind of wooden panel in the back of the selections. Well I wonder it's a retextured shield.
But there's a thing : The more command block active in the map, the more laggy it is. Of course, "The Unseen Forces" is somewhat laggy.
It would be better to take an advantage by using datapacks, which are quite recent : If you put all your command loops and all command stuffs in a datapack for the map, it would be easy to run only what's useful by simply using command blocks calling datapack's functions. The map should be a lot smoother using that trick, and a high-FPS map is always a must in minecraft.
It would be possible too.

Oh, I already played this map.
If you want a menu like this, it is made with custom models on carrots-on-a-stick with various durability.
