Use the good ol' redstone rng can fix that.
Or if you insist using commands, use @e[tag=???,limit=1,sort=random] to tag random armor stands.
The method that works for me is getting a bunch of armor stands and giving all of them a certain custom name, such as "whatever". Then, I run commands like "/execute as @r[type=armor_stand,name=armorstand0] run (insert command here)".

Thats a nice one. However, I want a random number generator without any entities. I've gotten one unfortunately, but you can still suggest newer ideas, long as its not necroposting.

Same for datapacks. The fastest rng method is currently tagging armor stand using @r (it might depricate soon so I prefer @e[limit=1,sort=random]). FInd a safe spot, either surround them with bedrock or place them below the y:1 bedrock layer if they will use Survival mode.
