/execute at @e[type=minecraft:item,name=Netherrack] run setblock ~ ~ ~ minecraft:fire replace
it will destroy the netherrack, but that's the best I could think of
Also... that command would make blowing up netherrack extremely laggy. Maybe your scoreboard could help with that.

you might be able to target the entity with that scoreboard, and setup a small radius around the miner to run that command.

execute at @e[scores={<your netherrack score>=<value>}] run execute as @e[<repeat scores>,distance=..5] run execute at @e[type=minecraft:item,name=Netherrack] run setblock ~ ~ ~ minecraft:fire replace
that command may have some redundancies, but I'm still trying to figure out where commands are absolutely considered from the perspective radius of the player, not the command block.

I know how to detect if Netherrack is mined and put it into scoreboard. However I don't know how to replace the specific mined block with fire.

I have a system to make the fire placement randomized based off of another scoreboard value. Trying to prevent easy tunneling in the Nether.
