The first idea I would have is to detect it via scoreboards. The problem is that scoreboards, without mod plugins, cannot be affected by chat.
If you are looking to create a "Welcome" section, you might want to look into a method of setblocking a chest with the NBT of a book with tellraw commands if you are looking to take a player somewhere with teleports.
You can also setup commands that say things to the player the moment they log in.
And apparently with trigger commands, there is a method of setting up a way for a player to use commands without being an operator. You can use that to give info to the player via chat.
So the idea you have is good, it just doesn't seem possible via that method, and would be best covered by others. Let me know if you need further help if you decide to use one of those other methods.
i'm trying to detect a players speech in the chat box, via using commands in 1.13 but i'm un aware as to how to do such things?
for instance if i saw "hi" in chat, the server will respond with "hello welcome to the server" or something like that
