So I want to have floating items on a shelf that never despawn and can't be picked up, and I want their names too. Specifically I want a player head (pokeball) a nether quartz and a nether star, and mabe three others. What would be a command to do this?
you mean items that stay still? not the actual item entities right? well, you just summon an invisible armorstand with a custom pose and give it the item in its hand and tp it around until you find a good position

Well around a year ago or so I posted one for potions and I got one for the entities. They had custom names and they floated and you couldn't pick them up. I just dont know if the command could be used for normal items, or even custom player heads.

is it possibe to use custom floating heads? Like say a custom pokeball head? I don't know if i can link the specific one I want to use. But it is from minecraft-heads.
Go to the code for my head. Remove SkullOwner:{Name:"CBTela"} and replace it with the nbt of the skull
Just as an example, I took a cakle head from minecraft-heads.
Give for that is: /give @p skull 1 3 {display:{Name:"Cake"},SkullOwner:{Id:"0c23107e-bebf-44ed-9f70-23f9b7aa55c7",Properties:{textures:[{Value:"eyJ0ZXh0dXJlcyI6eyJTS0lOIjp7InVybCI6Imh0dHA6Ly90ZXh0dXJlcy5taW5lY3JhZnQubmV0L3RleHR1cmUvMTUxMzg1NTJmZTM2OThmYzYyNjAyODEyMzM1NGZjNDNmYWNlZTUzYzM5MjcxZjc4MTI5M2UzZjI3YyJ9fX0="}]}}}

The command block command doesn't seem to be working. I have this command from a while ago I used to actually get the potions and nether items to summon,
/summon Item ~ ~1 ~ {Item:{id:splash_potion},Age:-32768,CustomNameVisible:1,CustomName:Display Name Here,Tags:["displayItem"]}
I take out the display name here, and used quartz and nether_star for the id. This created a floating entity that won't despawn and wont be picked up.
weird thing is, when I use the skull ID part to summon my head of choice, it doesn't quite work. It will summon the entity but I can pick it up. so Im not sure why it won't stay on the shelf where I put it like the normal items. I can't pick up the normal items I summoned, so why can I pick this head up?

Try this, a mistake that I immediately spotted. There can be other issues tho.

the code I posted works, but only for the regular items and potions. When I substitute the player head code in for the item, it still spawns it, but it doesn't make it permanent. I can pick it up, which is weird. I don't know why it behaves a different way when I use the player head code.

So you are lookin for an actual item entity? ok.
For any item:
/summon item ~ ~ ~ {CustomName:"NameHere",CustomNameVisible:1b,Age:-32768,PickupDelay:32767,Item:{id:"minecraft:nether_star",Count:1b},NoGravity:1b}
For the player heads:
/summon item ~ ~ ~ {CustomName:"NameHere",CustomNameVisible:1b,Age:-32768,PickupDelay:32767,Item:{id:"minecraft:skull",Damage:3,Count:1b,tag:{SkullOwner:{Name:"CBTela"}}},NoGravity:1b}
Edit: Oh, I missed the floaintg part. I fided it now.

What's your player head code?
