Having a conditional impulse command block in front of a repeating command block that's running something simple such as, testfor @p, doesn't run any commands at all when the repeating cmd block is successful. Is it even possible to get it to work?

Use chain instead of impulse. Remember to direct the arrows of the repeating cmb to the chain one.
Forgot about this post lol, the thing is, I want it to only run the output command once. But chain command blocks keep repeating the command over and over again, that's why I don't want to use them.

If the source isn't repeating, the chain command block won't be repeating.
I.E. If the chain command block is attached to an Impulse command block, it'll only run once
That's not what I'm talking about. I'm trying to do a repeating command block that's constantly running a testfor command so it's constantly checking if it's true, and I want it to run a command only once when the testfor outputs as true, but I guess it's not possible

For a simpler way, use a comparator.
For a precise way, use scoreboard. (If you want this way, it needs some explanation)

What are the exact commands that you have in the command blocks? What exactly are you trying to do? I might be able to help.
