none that I know of in 100% vanilla but, optofine has a setting (I don't know what it's called sorry it's something in the shaders settings no actual shaders needed just settings) that when you hold an item it glows around you, you could place an armor stand make it invisible and hide the light source in a slab.
To make armor stands invisible
/entitydata @e[type=ArmorStand,r=5] {Invisible:1}
If you can't get optofine then you can get a texture pack that makes them invisible
If you still can't/don't want to do the previous (which is fine) then you can try with lighting glitches (try looking around in google) I don't know any sorry hope some of this information helps!
I dont want to use a texture pack due to useing glowstone in other places on the map and I dont want them to have to install optifine
Well what you want is not possible without retexturing at least one light source block. There are actually a lot of them, probably at least one you don't need anywhere else.
Sea lanterns, end rods, torches, fire, lava, jack o lantern, even end portal blocks give off a full 15 light source.

You retexture the torches and do a test at the start to see if the player succesfully got the texture pack.
There should be tutorials on the internet (...youtube) about how to make those

Just give the player the night vision effect, that is the easiest way to solve this

Maybe he wants to make torches to glow when on your hands.
But night vision is definitely not the solution,
I have to say...
maybe you could use a texture pack to give glowstone the same texture as a barrier then....

will push players.
