I do not fully understand everything going on here but, from what I do understand this should work. Obviously it doesn't or I wouldn't be asking for help. If someone could please help me along it would be much appreciated.
The "invalid UUID" error typically occurs when no target was found, meaning no PrimedTnt entity with an "Exploding" score of 1+ was found.
However, your /summon command's NBT data is invalid. Names and values are separated by colons rather than equals signs. The "Fuse" tag has a tag-type of Short rather than Byte, which is declared with an "s" rather than a "b" (though does not have bearing on the success of /summon). Fixed command:
I have set a score on the scoreboard and thr tnt is being distroied.
Are you running a /kill command do to that? You'll need to make sure commands are running in the correct order. In 1.9 snapshots, you'll use chain command blocks for that. For 1.8, you need to rely on activation order. Otherwise it's hard to tell what's going wrong; could you provide the /scoreboard command that's setting the score?

Yes im runni g the kill command. It could be posible that the kill command could be being executed to soon/close to the summon. And i am away from the computer not using snapshots

Aye, that's what the problem would be. Swapping the command should fix it. Sorry, had misread what you said (fixed my other post to include a tutorial on activation order).
Oh, this is late, but if there was no error message, that means there's a problem with your tags.
No error message means the selector is capable of targeting multiple entities but resolved to 0 targets. The /summon command's NBT data (after swapping = for : ) is fine.

Thank you to everyone that has helped i have gotten it to work. With a few errors in my code fixed and a diffrent timeing/execution order it works like a dream. If anyone is intrested in the code ill post it in this thread. Just ask.
Code is as follows
/execute @e[type=PrimedTnt,score_Exploding_min=1] ~ ~ ~ summon Creeper ~ ~ ~ {Fuse=0b,ActiveEffects=[{Id:14,Duration:10,Amplifier:-1}]}

While this has stoped my error report. It still dosnt seem to be spawning.
don't you need a separator?
I wouldnt think so do to the fact that i want to spawn the creeper at that specific location.
Well the ~ ~ ~ will already specify that when its used in a execute command.
Are there any errors at all?

The only possible error, is that there isnt any PrimedTnt with the score of "Exploding" 1
You know that you are lazy when you do a program to write a program
No i wasnt getting any errors
I have set a score on the scoreboard and thr tnt is being distroied.
The "/" is optional and has no bearing on the success of the command.
That can also be an indicator that no targets were found. What version are you using and are you in vanilla?
