also in the fireball command, if it didnt explode at all that would be preferable. so it wouldnt destroy the village and i could shoot mobs directly with the fireball.

right now i cant summon a fireball one block above the command block, im getting unable to summon or when it does summon i dont see anything
also with the arrows:
/execute @e[type=Arrow] {inGround:true}
this is the command im using, problem is it kills the arrow in mid air or when it is shot from the bow, so the primed tnt or lightning bolt hits my player.
ok so the item arrow while flying has frame rates per second. at the last frame of the flying arrows motion. right before it hits the ground. that is when i need to target it and kill it. not half way through my shot, not right in my face. not right after it leaves my bow. but right before it hits the ground.
so if i put an explosive tnt with it there is no chance for it to blow up in my face. or a lightning bolt to randomly strike me shooting the bow in the given area.
this way i can exactly pin point where the effect will occur, right where the arrow would have landed and become an inground arrow. sensable i hope

There is no way to make something happen right before it hits the ground but you can make it happen when it hits the ground.
Ofc, this will not work for players or mobs. Do not ask me for help for that though. Not even I know how to do that, however I know it is possible.
also i went to summon lightning on an arrow with the inground tag and it says its not a number.
so idk what to do here. also i went to summon falling sand on an inground arrow no go.
however i was able to summon falling sand .42 over an snowball and target the falling sand with lightningbolt which is pretty hardcore. in a dispenser it catches the ground on fire and everything. like a lightning flamethrower
Only the "direction" tag is required. It must include 3 Doubles and nothing more:
/summon Fireball ~ ~1 ~ {direction:[0.0,0.0,0.0]}

i heard there was something about targeting a frame or something aswell with c=-1?
and does that fireball command work in 1.9?
so far i have found this:

yeah its a quest. gotta find the right person who knows how.
til then i guess ill keep getting shocked on my lightning platform that give you the ability to shoot arrows of lightning.

If it says that it's not a number you've messed up the command syntax.
Give me the whole command and I can fix it.

something to bear in mind:
1. the syntax of /execute:
/execute [entity] [x] [y] [z] /commands here
or
/execute [entity] [x] [y] [z] detect [x] [y] [z] [block id(I mean, name)] [data value] /commands here
So, there are no data tags after the /execute ,unless the command to execute requires to.
Well, it isn't sth already. Here's the solution...
Do the followings without a clock:
1./scoreboard players arrow dummy
Do the followings attached to a clock:
1./scoreboard players add @e[type=Arrow] arrow 1 {inGround:1b}
2./execute @e[type=Arrow,score_arrow_min=1,score_arrow=1] ~ ~ ~ summon Fireball ~ ~ ~ {direction:[0.0,1.0,0.0],ExplosionPower:3}
3./kill @e[type=Arrow,score_arrow_min=2]

Arrow uses the Motion tag instead of direction tag,
because it obeys gravity.
Same usage, Motion:[0.0,0.0,0.0].
