So I've seen this in a Youtube video before. This is some kind of command that lets you have a command block in your inventory, but when placed, already has a certain command inside. (No command blocks needed for this, it's some kind of bind I think).

If you're looking for a command specifically, the "BlockEntityTag" tag allows you to insert potential tile data into the tile's item variant:
