The proper syntax for /setblock is:
/setblock X Y Z <Block ID> [Damage] [Replacement Method] {dataTags}
The "id" tag is not valid in its location, as you are already defining the root ID in the /setblock command. You do not need to include tags that are being left blank, which would be your "Text1" and "Text4" tags. The "Damage" will determine which direction the sign is facing.
Your fixed command, save for the "Damage" value which will depend on where you want it to face:
