You can do it, just the cart won't go sideways or upsidedown

You could use teleportation to make it seem like a loop.

Railcraft has rails that can work like ladders, going completely vertically, but I have yet to see a mod that can have them go completely upside down. If there was, you would probably suffocate in the block it's attached to anyway, unless it made the player model also turn upside down with the minecart.

this is related to redstone because you can use redstone to maybe power it if it exist, and thanks, I will use command blocks to teleport players.

Gravitational Redstone Mod lets redstone and rails as such go upside down, But I am afraid it is still 1.2.5. Hope this Helped.

it's like saying "I made this awesome pixel art and it's related to redstone because it uses a redstone lamp and redstone can power that

That would be cool, but you can't place rails upside down on blocks. There may be a mod for this in the future

You mean /setblock? Also, as far as I know, it causes block updates, so you can't put 2 next to each other. MCEdit can place them for you, just as long as you don't change it in-game.
