On my next map I am building a tower with a large orbiting light. Of course, I'm having trouble with the wiring. Here's a picture of where the wiring will be:
I need it to be an orbiting light, like in a lighthouse.

Your best hope is to use lamps and not pistons for this. since they fixed redstone signal propogation in unloaded and reloaded chunks its now no longer needed to use minecarts. They are still slightly buggy. I would instead insist you use a vanilla redstone torch clock and not a repeater clock to fluctuate the signal around the structure with minimal lag. redstone torches there is less chance of lag making it miss a tick like it would with a repeater.
I'd provide an example but i'm pressed for time as it is. simply translate the 4 pylon design into a 6 or 8 pylon tower of torches to control the flow of the signal at the top. good luck.
