You could do this with a little ROM (read only memory. Have you seen the things called 'memory strings' and 'memory ring'. You could have a ring which is read and turns it on/off by alternating between solid and glass blocks in the memory ring. However this might take a bit of space.

There are several ways to do this. You could use ROM, a row of self activating t-flip flops. But a row of repeaters is probably the most compact way.sorry lolol.
That's easy. Just make a redstone repeater and connect it to the piston current. Then use more repeaters until the piston retracts, then make it activate the signal again in the chain. Do that 9 times.
I have built a machine that does this. However I am not sure what you mean by too much space. The machine I built is 6x14 and 4 blocks tall (Including the ground to hold redstone. Currently it is off:6 ticks on:3 ticks and sends 9 pulses.
EDIT: I would also like to know whether you preferred thin or tall?
I,m not really bad with redstone but i can't think of a way that isn't just a bunch of repeaters ! If you want do it on a server I can star it up !
