Hello, this is my first post, and I have some questions about this design with redstone torches I made, all in the title and description. It's 2x2x3, and the pulse is so fast that a repeater connected to it stays forever on.

Here, compared with a one tick pulse. You can see that my design's repeater is on, even though its wire is off.
Please don't kill me if this already exists, if I am dumb or etc. I'm asking for help for those who are willing to provide it.
PS: I couldn't figure out how to put spoilers. Can you also tell me that?

About the pulse, I think it still is one, because the repeater isn't a part of my system. If you only use wires, you can see it quickly open and close doors, trapdoors and extend and retract pistons. If you built it, you could see that.
Alright, I won't kill you, but just because you asked. This isn't new, there's a much more compact design called "rapid pulsar" on the minecraft wiki redstone circuits page.
Such a pulse can't be transmitted through torches, and in your case, not even through repeaters. So unless you want rapidly moving doors, an annoying machine or glitchy pistons, then no.
Yup, the only use I've found so long is to connect it to some pistons that make such a loud and annoying noise that you can hear it from a distance. Keep it near something you don't wanna lose, and voilá...
It's good for making rapid fire dispensers for shooting arrows.
As well as pistons for it's unique properties like moving a block so fast that not even a diamond pick can break it giving a way to add indestructible walls. If put on a the floor it'll prevent the player from being able to jump.

And by 'yours' you mean the one that everyone has been making since last June, when pistons first came out.

Rapid pulsars are also used to activate dispensers, so that they shoot particularly fast.
