By sword/tool animation I'm guessing you mean swinging a sword/tool.
The only effects that may change how swords/tools swing are: Mining Fatigue and Haste. Mining Fatigue slows down the animation, while Haste makes the animation faster.
If I misunderstood the question, could you give more details e.g. which effects you're giving to the player, how the animation looks, etc.

I do add haste, I think its haste 5
I made some prizes of a maze, where if you wear the prize (holding the sword/wearing the helmet or armor/boots) you automatically get an status effect based on the advancement/achievements
e.g.
If you have advancement of summoning a wither, you get haste 1 whenever you wear the chest and legging
if you have the advancement of killing an ender dragon, the effect is now haste 3 when you wear the above armor
Haste speeds up the swinging animation and it also makes mining blocks faster. It's probably the cause of your problem. Try replacing Haste with some other effect and see if it still happens.
Well if every tool is got by commands, you could give them with a tag. Else, you can make an item tag .json file in a datapack and put all the tools' names inside... However, I guess it would me much simpler if you modify/delete your haste effect.

-I create a .json file in the datapack's tags-blocks file called "nonsolid.json", in which I insert the name of the 3 blocks
-Now, I can detect the 3 blocks in 1 commands, with /execute at @s if block ~ ~ ~ #datapack:nonsolid run ___
...It's something like that, I guess we could do the same with items

Hi, when I put 9 effects on a player, that player is unable to see any of his tools do the regular swipe animation.
Ive even turned off particles from those effects e.g. water breathing, nightvision
any way possible to keep those effects but enable regular sword/tool animation?

is there an nbt for holding tools e.g. shovel/axe/pix axe?
I could list them all out and their variant in the command, but it would be long, hoping for something shorter
There is no NBT for holding any type of tool. Let me now if getting rid of Haste fixes your problem.

@nemPlayer the haste effect did get ride of the sword animation, haste 5 was too fast, messing with sword swipe. Haste 4 is still alright
I thought I was going to make this effect appear when players hold tools, but its works with haste 4 now
