What version are you playing? [1.12 has notoriously unreliable observers, the same build built in two different places (same orientation) can work or not at random.]

I built it right I even tested it on my single player world and a different location in my base and it works fine idk what’s going on the piston won’t push the observer it makes a little poof animation kinda like red stone dust does and it doesn’t push it and the second I remove the observer the piston pushes

The above description sounds like the piston pushing is being blocked, which makes no sense.
(The picture in the OP is dark, but I think I can see enough to tell that the second space above the piston is empty.)
One unlikely possiblity that occurs to me is a ghost block: try placing and removing a block of dirt (or something else expendable) in this space...
Other than that, from what I can see, this ought to work. [Sometimes given as the definition of engineers' Hell. ]

tried it nothing still doesnt work idk why i even tried to worldedit the possible ghost block away and it did notthing
i made xisumas version and it was working in one part of my base and i made another now it wont work the piston wont push the observer
its off right now but when items flow in dropper it doesnt extend
