None of the minecart unloaders seem to work in 1.13 I have tried everything on youtube and nothing works. The hopper minecart doesn't unpower on the hopper below it anymore can someone please help me
You have two hoppers above each other. The upper pushes the items down, the lower sucks them from above. Too fast for the comparator. This setup won't even work on older versions, so please check before blaming new updates.
You could use a detector rail a few rails further up the track that unpowers the rail on the hopper for a couple of seconds. This will give your setup time to register the hopper not being empty and unpowering the rail. I have done this before with similar timing problems. If you dont want an empty minecart to be delayed you can use a comparitor from the detector rail that will only fire if the cart is not empty. Run the comparitor into a block and then a repeater that will both boost the signal and offer control over the delay so the rail is unpowered when a not-empty minecart arrives.
Its not the prettiest solution but it does work - or did for me at least.

ok whats the solution because putting a chest below doesnt work either
Change the setup to get rid of the repeater. It slows down the reaction time, too.
Also, change the top hopper to point anywhere other than down. That will prevent the double item draw and slow it down to comparator speed.
