Move four items through a "ring" (2x3) of hoppers by unlocking the hoppers with a singletick pulse.
Generate one pulse for each activation.
If the items are Yes-Yes-No-Yes-Yes-No, a comparator taking an output from any of the hoppers will generate an On-On-Off signal.
