/execute is needed. You can use either /execute's native 'detect' function to run a command via success or use /testforblock as the command (although this will hurt multiplayer capabilities if the matched player needs to be targeted further).
/execute <target> X Y Z detect X Y Z <block ID> <Damage> <command>

So, do I put all of these commands in command blocks, or choose which one to put?
NVM, command 3 worked, but it only worked if it was right next to it.
You can choose which fits best for you, although I personally recommend using scoreboards for multiplayer support.

Try /execute @p x y z /testforblock ~ ~-1 ~ block
