One quick note: This only works in Minecraft release 1.8+!
I have came up with possibly the easiest way to become a Creeper in vanilla Minecraft! It's very simple and requires only 3 commands! It's also worth mentioning that you can actually be any mob you want!
So before we get started, if you don't know how to get command blocks, simply do this command: /give @p command_block
Step 1. You're going to need to summon the Creeper you are going to be. This wouldn't work with just any Creeper... This special Creeper won't wander away, and it won't explode in survival unless you use flint and steel on it.
Also... I briefly mentioned that you can actually be any mob you want! To do that just replace 'Creeper' with whatever you want to be!
2.Now you're going to have to make a redstone clock. A simple repeater clock will work if you don't know how to make any other ones. Although it's usually better if it's faster. Now connect three command blocks to the redstone clock, and put these commands into them. The order doesn't matter.
/tp @e[name=Playerr] @p
/tp @e[name=Playerr] ~ ~ ~ ~ ~
/effect @p minecraft:invisibility 3 0 true
I'll now explain the commands:
1. Teleports the Creeper to you.
2. Somehow causes the Creeper to face you.
3. Makes you invisible! Not even the particles show, so you truly look like a Creeper!
3. This last step is completely optional. This will simply turn off the spam generated with this. Just copy and paste this in your chat:
/gamerule commandBlockOutput false
That's all you have to do! Now of course not every command is perfect, sadly there is one drawback to this... That is the fact that interacting with anything - even in creative is a bit difficult as the Creeper's hitbox is in the way, but Creeper's don't do anything but blow up anyways, which you can do any time with flint + Steel.
Hope you enjoy blowing up villages or pranking friends, or just being a Creeper!
I guess it will spawn primed TNT in every arrow that passes in loaded chunks, and it will spawn as many times as the command block receive redstone signal.

As can see, made an Xbox account via an Win8 Games app.
I honestly don't notice the difference other then the fact that the last command is an execute command...
Remember that people are able to change @p to whatever username. But I guess the execute command would be better that way if the Creeper died, the player would be visible. But then again, if anyone walks into the Creeper, then they would most likely be briefly invisible.
The difference is that the Creeper never uses the @p tag, always the name of the player. This makes it impossible for that situation to ever happen (someone being being briefly invisible), while it would happen quite a lot using your method.

(It's "VMod" when used in a title or beginning of a sentence, and "vmod" otherwise. LEARN IT)

Well sorry, i'm not a redstone expert, this is just something I figured out a while back... I don't mind people using your method, if it's better. Although i'm not going to edit the post, because that would be stealing your idea. My command was mainly focused on single player, but could be modified to better suit multiplayer.
Oh no, I didn't mean to be rude in the slightest. I was just modifying your design a bit so that it could be used on multiplayer.
It's alright. I thought that simply replacing "@p' with a player name would make it multiplayer-friendly, even with a few bugs (If any, not sure, I don't play multiplayer). I used @p mostly for a place holder, for the sake of making it easy to understand (I guess PLAYERNAME would of worked, too.) just like the Creeper's name.
Using flint and steel is more Creep-ish.
That just sounds insane Imagine all the destruction...
Wait... Flint and steel activates creepers? Woah... I did not know that

it will spawn until the arrow despawns or the command block is broken or stopped

NOTE: |||| means put your Minecraft name instead of those lines
NOTE: You can also replace the word "Creeper" with whatever mob you want
Type this command into your game:
/summon Creeper ~ ~ ~ {CustomName:"||||",CustomNameVisible:0,Invulnerable:1,PersistenceRequired:1,NoAI:1}
On a redstone clock (whatever type you want, but make it fast) put these commands:
/tp @e[type=Creeper,name=||||] ||||
/tp @e[type=Creeper,name=||||] ~ ~ ~ ~ ~
/execute @e[type=Creeper,name=||||] ~ ~ ~ effect |||| 14 1 1 true
