So this is a new tag for hopper: StraferCoolDown, you make a normal hopper clock and do /blockdata ~ ~-1 ~ {TransferCoolDown:1000}

So the number is in ticks hence you can edit it to any amount, let's say 2 minutes: 1200 ticks
