Let's stop with the "I'm on a server and all the resources are gone" argument ok? You could say the same for iron pickaxes. "The server I'm on has no iron left, so Mojang should make iron drop from tree leaves". It doesn't make sense, alright? If Mojang didn't add new uses for items ONLY because they didn't want to "disturb" people who play on servers, then minecraft would be very bad.

I'm fearing the griefers, I rarely enchant my stuff now so I probably won't enchant if it means having to waste some on my precious lapis.

the second question sounds extremely cynical and like a loaded question, with a hint of sneering and pointing to it, the goat in your avatar makes this a lot worse.

I doubt that griefers would suddenly attack your lapis mansions just for lapis. If they haven't already destroyed your house to get to your valuables or just to destroy it for fun, then I think you'll be fine.

This system definitely needs tweaking, but I really like the concept that I don't have to pour all 30 levels into a single, random enchantment. Not only do I get to choose one of the enchantments, but i don't lose all my levels on high enchants.
On the other hand, death now has greater drawbacks due to the levels lost. Depending on whether or not mob traps are used, this can make the game more interesting.

Death has the same drawbacks. You need to be at level 30 to enchant a level 30 item (although it only costs 3 levels to actually enchant it). In 1.7, you still need level 30 to enchant a level 30 item.
