So, after messing around with the new give command and looking for the potions formatting in the forums, I noticed there aren't much. There are some of other things like names, enchantments and attributes so I figured out on my own out of what I learned in the wiki/forums.
Simple enough, just replace X with the potion effect ID (Number on the left of the list), Y from a number from 0 to whatever strenght you want (Recomended 0 to 10, but do whatever you want. 0=I, 1=II, etc.) and Z with the duration of ticks (1/20th of a second, so multiply by 20 the amount of seconds you want.

It hasn't ever crashed on me, though when experimenting, errors ocurred. You can try copy pasting the value-less examples and changing X, Y and Z. If you want I can make more bases for as many potion effects you need. 3, 4, 5, though I think there's a character limit on command blocks, and on the chatbox, you can't put more than 1 effect due to same reason.

I've heard that there is no limit on command block length. It might just be your computer Paide.
Is it possible to also somehow use this with /summon? I can't seem to figure out how.

To those of you suggesting new uses for Emeralds in the suggestions forum: Emeralds have enough uses. You can trade with villagers to get diamond armor/tools/weapons and enchants. Stop suggesting that Emeralds are useless, and learn to play Minecraft. Thanks.
I'm aware that there are 3rd party editors for accomplishing said task but I wanted to learn if there was a way to do so using only vanilla minecraft. I ended up doing it with /give and it was an acceptable workaround.

to this /give @p37318193{CustomPotionEffects:[1:{Id:7,Amplifier:2,Duration:10}]}
This will give a harming potion disguised as a regeneration potion.
Here are the numbers:

That should give you Resistance 5 for 20 mins, enough to be invincible for a while.

Simply, separate curly brackets with a coma.
Example: Parkour potion.
