I logged in into my personal server after updating it straight to 1.6.2 and all of my tools and swords have attack damage attributes. Even the unchanted ones. I am pretty sure these are supposed to be used by map makers and shouldn't appear randomly in vanilla items, right?

Sadly I couldn't find anything related to tools getting attributes in vanilla.
it's a new feature in 1.6. they appear naturally on ALL items now ...
it's mainly for mapmakers. the changelog for the first snapshot with this in said 'you may see some new tooltips. don't panic!'.
I know that it's a new feature and what it's purpose is. But these attributes mean that there's randomization in player made items making some better than others?

What do you mean? I've been playing minecraft since early alpha.

No, they don't. These attributes are set. With the new system, every tool/weapon has a default attribute, and the tooltip shows them. Savvy?!
