It's a shame that there are some limitations, that, unless some mapmaker or mindcracker speaks to Dinnerbone, will never be changed.

The major limitation is the rain sound.
It is not a single file on repeat... it's actually four separate "rain drop" sounds that are hardcored to be randomly played.
So if you wanted resource packs to play something like "rainy mood" when it starts rain ingame, too bad... the game will only play the first second of the complete audio over and over again.
We cannot escape the annoyingn rain... the only option is to replace the drop sounds with a lower volume copy, or with a mute one.

What you could do is replace all the rain sounds and instead play a unused sound file (like random.classic_hurt) that is replaced with the sound you want. (you could use a BUD on a cauldron to detect rain)
Turns out the pigman aggro sound isn't the only sound that doesn't use standard pitch; from what I can guess, the explosion sound alternates anywhere from .5 pitch to 1 pitch. Bat noises are also used ingame off of standard pitch.
I also love how they kept the classic damage noise in the game. It's fun to use for a losing notification.

I think that this is a good addition but I think map creators are going to abuse it. You walk into a room and you trigger a proximity detector and bam scary ambience all over the place. I do like this addition though.
Wonderful. Now adventure maps are bound to have me thinking I'm being stalked by invisible Endermen. All we need now is a /gamerule doAmbience command to enable/disable automatic cave sounds.
EDIT: Just found an unused sound, "portal.travel", which sounds like it might have been planned to play during the incredibly boring Nether loading screen. Sounds pretty neat.
That was actually used as a sound in older versions of minecraft (i think 1.3 was the last one that used it), but the sound's playing was disabled by a glitch.
I think they shoul add the feature to play custom music. It could be really useful.
As Pokefan said, you can do that with resource packs. I replaced some of the noteblock sounds with songs I got off the internet (had to convert the MP3s to OGGs, of course) but with the 2-3 minute songs, the game lags for a couple seconds while loading the song from the command block.
An interesting thing about this: if you did load up the music, and then you quit the world, that music will still be playing on the title screen. However, I found no way to stop the music's playing mid-way, which is something I find interesting (the game can play the same file 2 times at once, even when they're out of sync)
I like how this can play all of those unused sounds. Too bad they remove the loop sounds from the sounds folder, I really wanted to use those for something.
I've tried this command over and over , I've either not used the vol pitch distance , and heard nothing or used vol pitch distance in different combinations , and got "MohawkEnderman is not close enough to hear this sound" help me , it says "command.double.generic.invalid" when I use X Y Z ! I just want to play the sounds !

I'm having trouble figuring this out, i've found the "name" of the sound i'm wanting to play and that's the enderman teleportation sound i think it's "portal2" and i've tried getting the command to work and i can't seem to get it, i've tried "/playsound mob/endermen/portal2 Gamer99732" and nothing, i didnt hear anything, then i looked up the number of the sound which i think was 59 so i tried "/playsound 59 Gamer99732" and still nothing, can someone help me with the enderman sound command please?
an easy way to play the rain sounds would be to combinethem into one file varying the pattern i think there are 256 possible pattern as there are four sounds and four slots each slot has a chance of being sounds 1 - 4 so 4 x 4 x 4 x 4 is 256 im sure you can work out a pattern make it one file then and play that edit* think i goofed up my math there its more like 16 4x4

After you type the sound you want to play, just put "2 1 1" in the command line. That will play the sound at standard pitch and maximum volume.
