My brother updated to 1.5.2 and began getting these messages:
I can't open the link under his account due to filter issues, and I haven't gotten the message under me, even when I reinstalled using the old launcher. Is anyone else getting this?

If the second situation is true, I would suggest not clicking that link, because there is a 99.9999% chance it is a virus (and that would also explain why a filter is blocking it) and the person who released that torrent/pirated download put it in to infect your computer.
I see no way this is the legit version of minecraft, since 1.6 isn't out, my game doesn't do that when in 1.5.2 and Mojang wouldn't put a notification out on a brand new official update about a non-existent update.

Everyone can Beta-test 1.6 by using the snapshots. Selecting someone to beta test an update that has snapshots already being released for it publicly makes no sense.

What do you mean? Is it an actual Mojang notice? In other news, I copied his jar over and tested under my Windows account, no message. Weird. Contacted Mojang, let's see what happens.

I got this same message this morning, wasn't playing on a wifi connection so I couldn't click the link. Seem like a screw-up with the coding at Mojang to me. Or it could just be a troll, like Natecraft said.
