Comparators will not turn off when activated by a command block until the command block is destroyed or moved, even if the command block is not powered.
A bug I'm assuming?
I have put this in the official bug thread.
It seems only to effect certain commands.
The clear command should count as a failure if it doesn't clear the item that is specified.
My avatar is a two tailed fox named Miles "Tails" Prower. He may only be 8 years old,but he is a highly skilled engineer. He stands 2'7" tall, and can use his tails to fly short distances, and run at near supersonic speeds.

If a comparator is stuck in the on position, it will only turn off when it gets power again AND is not able to run the specified command. For example, if you use the new testfor command to look for a player in a specific area, and find one, it will turn on the comparator. If you power it again and a player cannot be found in that same area, it will unpower the comparator. Hope this helps.
