Here it is, not a snapshot but the actual Offical 1.4 Pre-release! They hope it will be the same as the Final version they plan to release next Wednesday October 24th. Mojang has notified Searge for MCP.
Woho, time to get ready for 1.4! This release is the full 1.4, intended to prepare server admins and mod makers. Searge of the Minecraft Coder Pack has already been informed, as usual. This release will be pushed to the public on Wednesday, October 24!
Since the snapshot yesterday we’ve fixed some bugs that were reported, as well as including new sound effects for the Wither, bats, the anvil and finally the Ender Dragon!

Best to just expect it for version 1.9.9 or later. Everyone who has predicted a version number for it (including everyone at Mojang) for the last two years has been consistently wrong. Besides, I thought Forge was the API now?

Why are people all mad that the API isn't out until 10.9.9?
As of now it seems they are actually TRYING to make it, unlike before. I would expect it somewhere between 1.5 and 1.7.
You know, it could come out even by 1.4.5.
I've got an heart attack. NEW MODDING POSIBILITIES!!!!!!!!!! OMGGGGGGGGGGGGGGGGGAHHSOGOODINMYBALLSNot all the features annoucned for mabye not this version are inplemented. Are WE GOING 1.5? I wonder when it will stop? I hope not for the next 2 years. Minecraft is popular because of the updates and nothing is old and same as always.
I just want to say that I really love the sounds of the anvil. Whether it's placing, breaking, or dropping it, or just using it to rename/repair, I enjoy the sounds it makes. Sound is half the game, and hearing the banging of metal really stresses to my mind that I am using an anvil. I wish more sounds in MC stood out like this.
If this is the pre-release, I'm way too curious.. what will change in the official release.

The pre-release is 1.4. 100% guarentee. If they need to change it they will release it as 1.4.1(a bit like 1.3/1.3.1;they had to do it due to messed up obfuscation). I'm not saying that this version will definetly be released, but it is 1.4
I have experienced some rendering issues with the most recent snapshots. They have been getting better, but the issue remains in the pre release. In a nutshell, chunks in front of me are not redrawn for quite a long time. In some cases when I am underground I can see the horizon and the sun setting outside. If I wait, they will eventually redraw, perhaps 30 seconds later. Slow chunk loading is not a new thing, I know, but I feel like it's a bit more of an issue with this version than it has been in the past. Anyone else get the same thing? I feel that the redrawing algorithm should somehow take into priority the thing you are looking directly at - as in where the cross-hairs are. That's my suggestion anyway, although I know it's not trivial stuff.

I'm having the same issue. The last couple of snapshots before the 1.4 prerelease have been loading chunks extremely slow. Random chunks don't load until I physically go walk on them. Can anyone tell me if this issue is being fixed? (It's not my PC, hardware is more than capable)
Another bug I seem to have hit is that my pets (Dog and Cats) are all stuck in the sitting position. I can't seem to convince them to stop sitting. I did make them sit before quitting the game the last time they were working correctly. I seem to recall that this was an old bug that got fixed - or perhaps I am just imagining that.
