So i was on my new 1.3 world today, and made 2 buckets so that i could start on a wheat farm. I went outside to grab some water in my bucket and when i right-clicked on the water, nothing happened. when i right clicked again, the stack dissapeared and one waterbucket appeared in it's place. when i opened my inventory, i had 2 more water buckets.
has this happened to any one else?

I just tested this myself and a third bucket of water does appear in my inventory, but it seems to be a 'ghost' as when I click on it, it vanishes. So nothing is actually being duplicated, it is just a visual bug.
It's a bug that ultimately stems from stackability and the game not taking an empty bucket out of your inventory. Well, it does, but visually it doesn't display.
If you have two buckets stacked, use one to pick up water, lava or milk, that bucket leaves the stack and becomes a water, lava or milk bucket in your inventory. Your display will still say you have two empty buckets though, until you shift it in your inventory or run out of empty buckets completely.
This duplication/ghost bucket thing happened to me in one of the snapshots with water, but repeated in a slightly different way after 1.3.1. I had a stack of 2 buckets after raiding a dungeon, and right clicked to fill up with lava. Visually it looked like one lava bucket was thrown into the lava pit, even though I hadn't clicked the 'throw item' key or anything else, and the bucket in my hotbar was empty. I checked for ghost buckets but nothing else in inventory. Had to click again to fill the 1 remaining bucket with lava. I have searched but haven't found anyone else reporting a glitch like this.
ive noticed this bug with a few stackable items, mainly eggs, where the stack counter will only reduce every 2nd time it should. with my eggs i had a stack of 16, when i right-clicked it would flash to 15 and back to 16 again. when i used them again it would flash to 15 and THEN down to 14. havent tried moving the stack to see if it updates the counter that way but it doesnt look like an actual duplication
@eva_st_clare i also lost a bucket when i took a water bucket and tried replacing it with an empty bucket in my inventory (empty bucket vanished and was lost) seems to be related to the buckets now being stackable. bit different than your bug but probably related
