as of 1.3 pre, when I use the /give commond to get a custom id of 383 (mob spawn egg) and the mob spawn egg usually can not be obtained, such as ender crystal for example; it will not spawn! is this a bug or intentional?

I think it's intentional but they should really allow us to spawn'em or place'em.

This doesn't work in 1.2.5 either.
