Mojang is adding a lot of new features to Minecraft. These can be accessed from the Snapshots, but some of us don't use the Snapshots because they are unstable. Do you think Mojang should keep releasing snapshots with new features or solidify what they have now and release the next official version?
I think you have a somewhat odd view on what Snaphots are. They're simply a view at where Mojang is currently in terms of coding, so people can beta-test the future update.
They're weekly because that's a solid time-frame for Mojang to get lots of community input about things.
The updates come when major things they want done are done and when there aren't any incredibly major bugs or anything. Besides, the 'set requirement' for 1.3 isn't done yet. They want to release 1.3 when the ssp-smp merge is completed and stabilized, and god knows how long that will take.
So they already have planned as to what will be in the update? I didn't know that. Then the reason that new stuff is added between the first snapshot and the official release is because it isn't even programmed in at the time of first snapshot.

That's pretty much what's going on. 1.3 will most likely be released once the client/server merge is complete and stable, with whatever fun features Jeb and Dinnerbone throw in along with it. As of right now, the the 1.3 pre-releases show that the game is not ready for any wide official release. There are simply too many issues that need correcting and much more work to be done.
I think however it is a bit weird that they are working on all kinds of stuff along the merge, but I guess it is Dinnerbone doing the merge and Jeb the other stuff (apart from a proper creative UI happening out of the blue)
