Mojang is WORKING on all of this stuff. They are not giving up on this stuff, as far as I know. Just be patient. You never know, mod API could come out next week.
Mentioning Notch just made your comment worthless. He is only approving what goes into the game. He is not in charge of WHAT the content is, Jeb, Jon, and the rest of Mojang is.

Edit: if you still don't understand: your indignant trembling eyes glossed over my post, seeing Notch and not realizing that I specifically said that it was mainly Jeb and the AI guy working on Minecraft, never saying that Notch was working on it, just that he made "promises" (not promises) about things such as red dragons years ago that they are almost certainly not working on.

I think people need to learn the difference between a Developer saying "Hey, I think it would be cool if we added [X] into the game someday" and "We promise that we will put [X] into the game!" There is a difference. Notch/Jeb have never truly promised anything. They simply throw ideas out and see people's feedback on that idea.

You misunderstood me. I was saying that what Notch wants does not matter as much as what Jeb wants right now. Jeb is the big cheese at the moment, not Notch.
Example: Notch wanted ocean content, but Jeb wanted jungles. Notch only had to approve of the jungles before they were put in the game.

Yeah, an idea and a promise are two different things. I'm starting to mod myself instead of waiting for them to add things. My redstone maze dungeon mod is actually successful so far. ;D
Adding a red dragon would be a pain, so would ocean mobs, I'm terrible at mob making.
Its pretty simple, don't promise what you cannot deliver. Word of mouth travels very fast and those promises anger fans when they get their hopes up. Its how it works, being defense force about it doens't change that fact.
