probably cause you have the particles in minimum, which probably removes the rain splash particle.that partcile emits the rain sound.
i know that because when i turn off that exact particle with optifine the rain sound doesnt play
I've also noticed the distinct lack of sound from rain when I'm inside my base, or under trees, or deep under the earth. With the exception of the third case, I find it almost eerie. OTOH, I found it rather weird to hear rain and especially thunder when deep in the bowels of the earth, and I've been startled into falling into lava thanks to it, so there is one upside to the whole thing. But you'd think they'd be able to detect how close you are to falling rain, so that the sound would be a little more realistic...
I myself only seem to get this problem mainly at high heights (Extreme Hills biome is a good example), or over oceans in the air, and I play with maxed particles.
I noticed that mountain biomes don't play the rain sound in 1.1. Not sure if this has continued in 1.2. What biome are you in, or does it not play in all biomes?
just tested as you said and you are right... extreme hills dont play the rain sound... its lame, since with the new sky limit i built my little cozy house in a extreme hill to get an extra height gain when ill make my tower :B but now i wont be able to enjoy the rain
Darn it... my favorite location for elaborate underground bases are extreme hills. There's just something about hollowing out an abode from the side of a steep cliff that just appeals to me.

I think an overhaul to the weather system in general would be good. A more dynamic and reailstic one that depends upon cloud movement, wind, temperature, maybe even the season. Instead of a basic one in which the whole world experiences weather at once and only differs depending on the biome.
Would be awesome. However, I must say, this is very high on my wishlist at the moment.
I have een having the same thing happen to me, but im not living on a high mountain or anything, I live on a plain and i think that no sound when it is raining is really odd
dunno why but, i dont have a rain/snow AT ALL... my settings at maximum and i have no mod that tampers with weather. well xcept ars magica but it only allows you to summon rain and even that spell dont make it rain. even the cheat codes...

But I really wish they never made the change that brought that awful noise to the extreme hills. When it didn't have the noise it reminded me of Yellowstone. It has light sprinkles nearly every day. And the rain not making the noise kinda simulated light rain.
