Minecarts now have a gamerule associated with them which can change their maximum speed. They also have better physics that allows them to make jumps. Keep in mind that all of this is experimental and subject to change, and the gamerules default setting is the current minecart speed. Also these changes only apply to java in the latest snapshot.
I really like this change! Especially the crazy minecart jumping.
Very good. When I saw the demonstrations I had the idea to make a complicated track with a bunch of jumps for a really fast minecart, but I haven't tested the physics to see if that's even possible.
I did a bunch of testing on the snapshot. Overall it was a positive change, which is an opinion shared by many of us in the Official Minecraft Feedback Discord. While there were a few rare issues, mostly when at higher speeds when using a smaller render distance, the changes overall are a good step forward.
It can break existing rail lines depending on the speed input, and certainly some redstone devices will suffer. I think its utility is dependent on how controllable and optional it is, much like the villager trading changes and bundles.

Definitely a fun addition to Minecraft Java!
