Why is the dirt background removed in 24w09a? Why did they have to remove such a nostalgic element of Minecraft?
Nostalgia isn't a good reason on its own to keep things as they are. That seems akin to "don't ever change something because I have memories of it as it is now". Not everyone holds an immense nostalgia towards a menu background.
Things change. Many people dislike the idea of change, so much so that they'll form a bad reaction before even giving something a chance. That's not a good reason not to change something. Of course changes can be for the worse as well as the better, but it's a matter of opinion whether change is good or bad. You don't seem to be stating it's bad for any particular reason though; just that it's bad because of the fact that it's been changed.
The game has been changing from the start. The main menu used to be different, and then the panorama was added. And that happened way early on.
I personally don't mind the new menu changes. The new transparency blur is used in the menus (both main menu and game pause menu). If anything, it brings a bit of its own nostalgia factor for me since everything dropped fancy effects and transparency many years ago for this awful bland, flat, and blank space look that modern Windows pioneered. This transparent blur gives the panorama itself of the main menu more use, since you're not only seeing it for one single screen. I also noticed it "remembers" the panorama state (even after loading into a game and leaving) so you are more likely to see the entire thing over time instead of the same single still of what should be a rotating panorama. So it brings its benefits in my eyes.
I do think the blur is a tad aggressive (more notably on the pause menu in game) and could be dialed back slightly, but I can live with the change overall.

But I think by not knowing, it might help me keep a clearer head at how I feel about a given changes as opposed to disliking something just because it's in Bedrock. Parity isn't inherently a bad thing (although there's certain things Bedrock does that Java shouldn't adopt).

I was kind of thinking it'd be fitting to leave in for when the programmer art is selected, but yes, a separate option would be the ideal solution. It lets those who want the old textures but the new menu, or the new textures with the old dirt menu, have that.
While we are on the topic of the dirt background, Phoenix SC pointed out by using programmer art, by simply pausing, the dirt background covers it unlike old versions so either Nostalgic Tweaks will add the functionality for the dirt background or Mojang will fix this.

I really, seriously doubt that... if such a simple thing gave you issues then an actual world would be completely unplayable.
That's literally it, it just tiles a single texture across the screen (the texture itself is 16x16 and drawn at twice the resolution, wrapping around however many times necessary to fill the drawn area). Even a single item is likely much more expensive to render, much less the entire panorama, which actually has had reported performance issues in the past, especially when Mojang greatly increased the resolution in 1.13 (note that they say going into a menu dropped GPU usage from 60% to just 3%). Even the older one had been reported to cause issues (the dirt background had been used for the main menu prior to Beta 1.8):
Can we just add a new option to the options menu to disable the animated menu and use the old dirt background or something. This bug might be a bug with specific video cards or something.

If Notch had enough money to still own minecraft, then a little detail might be added. Besides, We have mob votes because of Notch's dissapearence. I don't think branding should be changed without thought. You lose marketability when you lose recognizability. First the creeper face in the name logo, then the dirt wall for worlds, what else?
