Microsoft's behaviour in the past decades shows me it won't be removed unless a lot of people scream out, and too many people are conditioned to think censorship is good or a lesser evil no matter what or how...
Notice how at no point they deny the report is going to be reviewed by a bot or confirm humans will review it. They say "investigator", that can mean anything from a human to a robot; they only say they're not using bots to basically crawl messages for "bad words". Once the report is sent (by a human), it's reviewed by this "investigator" which then again, may be just a bot.
As I see it, there are many problems with their system:
Not enough human reviewers: Minecraft is simply too big with too many players. Mojang has aproximately 600 employees, how are they gonna review every report in a game with millions of active players? It may start with a small volume of reports, but once people start using reports as a "weapon" against those they don't like/disagree (and it happens a lot in other games) the volume will be simply too big.
Languages: fine, they have enough people to moderate. Do they have people who know Japanese? Hindi? Cantonese? Portuguese? Russian? Thai? Arab? Mandarin? Spanish? Swahili? Do these regions get left out of the system, do they use a translator? How to be certain context isn't lost during translation?
Server culture: fine, they have enough people and they are polyglots, how are they going to review every report if they don't know if the server's players are ok with some things? An LGBT server may have a certain word flying around every now and then or a server with black people have a certain word flying around because it might be acceptable among them to use these words. What if one of these people get mad at the server and starts reporting the others?
All in all, getting banned from one server isn't problematic, but when you get banned from everywhere, including offline lan servers, that's really sad. Minecraft from inception already had the most efficient reporting system which is the community itself taking care of the reports, each admin has the power to moderate anyone on their server. It's unfortunate how this will not pass but stay in Minecraft, but I guess since there are still people playing 1.8.9, we might as well stay playing 1.18 for some time.
its just fitting into the paradigm that is happening online for a while which for those who are paying attention. Places like youtube removing its dislike button which is just censoring freedom of speech and pushing a biased narrative we should be able to dislike videos if we want.I understand the reason they gave but regardless i don't really think that is the sole reason as its a form of censorship at the end of the day no two ways around it.
We then see places like Steam that have certain policies and regulations regarding code of conduct but in turn they have absolutely no problem selling porn games much of which are quite graphic now (not that i own any lol but i have seen them come up sometimes so i have looked at them) that are only behind a age filter which can easily be bypassed by setting the birth date old enough. I mean talk about double standards right?
Places like Minecraft want to basically impose snitching on other players as its to the point of say anything that is deemed "wrong" by Microsoft and they have the ability to remove your online play ability at their own discretion. The system they are enforcing here in this game sounds exactly like the social credit system they have in China to me.
Not to mention Microsoft is a massive conglomerate that owns big IP, they own Mojang/Minecraft, Bethesda Softworks which also owns Id software just to name a few and they have mass susidaries in many companies.
They are also trying to acquire Activation Blizzard at which is a billion dollar venture.I mean they are going to be a problem in the future and this is the tip of the ice berg corruption starts at the top and Microsoft is an industry leader.
There is plenty of other examples but its just another thing that is failing under that same old censorship/dictatorship stuff we are seeing in other places.
its one set of rules for the consumers while the admins and those behind the curtain don't have to follow those same rules or are above those rules.
It should also be up to the individual communities to police their own servers. Microsoft is basically trying to act like an overlord that steps in and mediates like when two little kids get into a fight and an adult steps in and disciplines them.

''If you don't dig straight down in Minecraft then you're doing it wrong.''
The whole thing does not sit well with me at all i don't like the fact that they are parsing entire communities chat history and it also has cryptographic signing which means they know exactly who said what.
Cryptography is a good method for authenticating data when used appropriately as a safety measure lets say example downloading files and authenticating them but on the exact same token it can be used destructively as in this case it is used against people. You better be careful about what you say on Minecraft as they can and will use that against you and they also have the ability to authenticate everything you have said while on any game server from this point on.
I guess there's another reason for players not to use the recent versions if this issue is that much of a concern. I wasn't aware of any incident before the change that forced Microsoft's hand, but I'm not going to assume ill-intent here, despite Microsoft's shady past. I personally think that they are overreaching though, and that this will only serve to damage Minecraft as a brand/franchise going forward.
it won't change anything Minecraft is the biggest game in history since like Pacman sure there is some people unhappy but that is only a small percentage of players it is also outlined somewhere in the EULA or TOS or where ever its relevant so by using the services we agree to the terms at the end of the day none of us own the game we are just guests to the game.
The majority don't even care about these sorts of things either and turn a blind eye because they need their entertainment fix and as long as they can play the game still they don't care really. Then there will be some that don't even realize its a feature yet like i have a irl friend who didn't know about migration until i told them about it.
Minecraft is also attractive to kids so kids have no idea about the ramifications of this sort of stuff let alone acknowledge it and i think that much of these systems are catered towards impressionable minds that don't know any better, if you realize the Internet generation the ones born out the womb that got i pads and smart phones straight away then these are the ones that don't know any better.
I think realistically the sort of stuff we are seeing taking place online these early generations will just grow up thinking its normal and in a few generations time people will stop questioning these things. Every time i think about these i think like the movie "The Island" where they are drip fed their entire reality based of predetermined and biased narrative where they are not allowed to think for themself.
Classic example being like the Youtube green button only i mentioned earlier, its like we are all monkeys and on a mass scale we are only allowed to ever press the green button not the red because its been predetermined for us that we are not allowed to press the red button anymore because they took it away.
Youtube even came out and said something not exact quote but it was along these lines..
"we censored the dislike button in attempts to stop users spamming it and through testing we found that when people could not see the dislike to like ratio anymore it had the resulting effect of less dislikes and more likes"
Sounds like biased and predetermined to me.

If I can install an add-on to re-add the "Dislike" counter to YT, then I'm sure MC server operators can install mods to do the same. Choice will still exist, for those with the inclination to look for it.

Mojang made a new blog post about it, outlining some Frequently Asked Questions, so it looks like chat reporting is here to stay.
