I don't think so, personally I have found more emeralds while mining than ancient debris. However, I have not looked into the actual numbers, I may run some tests using WorldEdit to see what the rough rates are.

I should also mention that while I am sure you are referring to actual generation in the ground, emeralds are still fairly easy to obtain when you factor in trading and looting chests. I have only seen netherite in a chest once.
Emeralds are definitely rarer by a large margin since they can only be found in a single biome, which while fairly common is only a small fraction of the world, about 8% according to this thread; the game makes 3-8 attempts, averaging 5.5, to place a single block of emerald ore per chunk and if around 90% successfully generate (an estimate based on the percentage of blocks that are a stone variant) then there are about 5 emerald ore per chunk within Extreme Hills and 0.4 ore per chunk overall, which makes it about 4 times rarer than ancient debris, which averages about 1.65 ore per chunk across the entire Nether.
Notably, despite being less than half as common overall ancient debris is more common than diamond at its peak layers; diamond peaks at around 0.12% of blocks between layers 5-12 while ancient debris peaks at around 0.15% of blocks on layers 13-15, even higher on layer 14 due to its distribution (though in practice you'll expose at least 3 layers with the minimal 1x1 tunnel):

For comparison, emerald ore (not shown above) has a concentration of around 0.07% (5 / (28 * 256), where 28 is the number of layers it generates over (4-31) and 256 is the number of blocks per layer), and since it generates as single blocks this is also the average amount found for a given exposed area (ores that come in veins are more likely to intersect a tunnel and will indirectly reveal more blocks after you mine the first one, increasing the yield per area exposed; this page claims that up to 1.7% of exposed blocks can be diamond ore, or about 14 times its per-block abundance, with ancient debris being maybe half as high due to its smaller vein size, which will effectively make emerald rarer even if it had the same per-block abundance as it can only benefit from the blocks exposed per block removed ratio).
This may change in 1.18 though; the Wiki says that there will be 50 attempts per chunk with a vein size of up to 10 (not sure exactly since they say 1 for Java and 0-10 for Bedrock; the latter suggests an average of 250 ore per chunk in mountains that are high enough, but much less in near sea level terrain, and also suggests that the new mountain biomes, with 20 attempts per chunk, are separate from Extreme Hills, so a larger percentage of the world will have emerald if the new mountains do not replace part of the original biomes, as e.g. Bamboo Forest did).
Emerald ore... yes way way rarer. Emeralds themselves are dirt-common. Build a good yield iron farm, set up a few toolsmith/weaponsmith villagers, and you can have emeralds by the stack.
I never compared the two myself, but it would seem like emerald ore is rarer than netherite, from my experience.
I'll have to look at how the Nether and Overworld generate these materials to get an accurate statistic on them
but then again it hardly matters, emerald ore is something you'd silk touch for decoration most of the time, it's certainly not feasible to use it as a trading material because you get more emeralds through bartering with Villagers, using your own farmlands to earn emerald which is used as currency in game.
Emerald ore is simply too rare to use for trading, and one emerald certainly isn't going to get you anything valuable,
no enchantment books, tools or armour, you'd probably get cocoa beans off wandering traders, but why would you want to waste a rare item
for something that can so easily be found in abundance in a jungle biome?

There may be other sources of these blocks in newer versions but they are still likely far rarer. For comparison, an analysis I did a while back with MCEdit found about 700 pumpkins (I don't farm them except for a few crops I have at my main base), and 38384 emerald ore in 123599 chunks (note that I've mined about 5-10% of the ores that originally existed, either way, it doesn't change much; obviously, these numbers would be before 1.6.4, not the latest version, which probably has a different ratio of Extreme Hills to other biomes):

Not that it is a big deal, because eye of ender will help players find the End Portal no matter where they are on the world.
And one is all that's needed to get to End, unless you accidentally break said portal, then you're screwed, and you need to find a new one assuming you have enough remaining eye of enders in your possession, and the new end portal may be thousands of blocks away. Presumably because most players wouldn't even prepare for such an event, their adventure ends there and then and they need to earn new ender pearls before they can continue.
But like I said before, there are some items in the game where one of the kind should be plenty, yet for some strange reason some people want the End portal to be craftable regardless of the fact that more than one Portal frame exists on each world. It doesn't matter which End Portal you use, you spawn in the exact same location in End.
Normally I am for more craftables and manually farmable resources,
but there are some cases where it is either unnecessary, unbalanced in the case of enchanted golden apple,
or just plain ridiculous, such as in the case of poisonous potato.

This is the worst way you could ever mine, regardless of how fast you can mine blocks, unless collecting stone or clearing out a space for something else is your main objective (and a beacon is exceedingly expensive and end-game, I've never even killed the Wither in survival - unless you really, really need emerald ore just trade to get emeralds) - you always want to branch-mine to maximize the number of blocks exposed vs blocks mined, which can be extremely significant; for example, this is the diamond yield vs spacing between tunnels, which varies over a range of about 14:1 (not shown - a spacing of 0, or all blocks removed, would give an efficiency of about 0.0012, the proportion of all blocks that are diamond ore):

The term "efficiency" is often applied to the practice of making every block observable, however this is not usually the objective of a miner. A more practical definition of "efficiency" describes the percentage of blocks removed that are ores, in other words efficiency = (ores removed / blocks removed).
Now, emerald does not benefit from a wider spacing (above 2, or a tunnel every 3rd block) unless you also mine other ores, which will expose blocks further out from the tunnel because the "veins" are a single block but you are still exposing 8 blocks for every 2 blocks removed, a gain of 4:1 over simply mining every single block (this will change in 1.18 as emerald will now generate in veins and over a much larger range; currently it only generates on layers 4-31 so mining out an entire chunk will double the total blocks removed; of course, mining this much also means you'll use up about 2 1/2 Unbreaking III diamond pickaxes worth of durability - simply not sustainable, either in resources or XP, whether in 1.6.4 (unlimited anvil repairs of renamed items) or 1.9+ (Mending; I do not consider XP farms to be sustainable - to me this means entirely relying on XP from ores and mobs in caves so you never need to take a break to repair anything).

This misconception may be due to the fact that the game decorates chunks based on the biome at a single point at its center, which means that features that are biome-specific will cover the entire chunk (extending further out for features more than 1x1 blocks):
Emerald ore can generate in Overworld in the form of blobs. Single emerald ores attempt to generate 3 to 8 times per chunk, from altitudes (y levels) 4 to 31 within any type of mountains, or within a chunk that is at least partially occupied by such a biome.
(to be a bit more clear, "partially" is only true if the block at the center is a Mountains biome, at least, this is how it is in the code up to 1.12.2, I don't know about 1.13+ since I haven't been able to find any source code)

In some servers, expecially those focused on decoration, an emerald ore got with Silk Touch is worth from 1 to 4 netherite ingots.

Sill touching ores for decoration isn't a bad thing either, silk touched emerald ore
is a great novelty item to use on display to show that you've been mining
and you've found good uses for your silk touch enchanted pickaxe.
More practical uses for silk touch is of course picking up an Ender chest whole, stuff like that,
But I think the rarity of emerald ore does make it a valuable on display item as a reward for your mining trips.
I have a friend who likes putting them atop scaffolding to make it look like the item is sitting on top of a table in his house.
