As I have posted before, I am searching for a solution to make it possible for me to enjoy playing 1.14 in survival mode by avoiding the pillage feature.
I had read that pillagers spawn at pillager outposts and wondered what would happen if the outposts were destroyed. Would the pillagers cease to spawn? To test this I created a new world in creative mode, flew around until I found a pillager outpost, then I destroyed it. To my disappointment, pillagers kept spawning. I wasn't surprised, but darn!
I noticed that I had the bad omen from killing banner bearers, but I believed it wouldn't have any consequences in creative mode. To my great surprise, as I flew over a village, a raid started, the bell rang, pillagers swarmed in and started shooting at the villagers. Horrified, I didn't wait to see if the villagers would all be murdered and quickly switched on peaceful mode.
Playing Minecraft I learn something new every day. In Creative Mode I was able to kill all mobs, including pillagers, and none ever fought back. I didn't know it was possible for mobs to become aggressive against other mobs in Creative Mode. I'm probably the only Minecraft player who didn't know that. Live and learn!
In retrospect, it doesn't seem surprising, but is not an obvious consideration.
[Given the difficulty it imposes on creative-only players trying to incorporate villages/villagers into their MC experience, it seems to me a good candidate for removal; the apparent goal of removing the utility of villager tarding/farming being pointless in creative mode.]

WARNING: I have an extemely "grindy" playstyle; YMMV — if this doesn't seem fun to you, mine what you can from it & bin the rest.
For your outpost, I would suggest turning it into a pillager exp farm as they drop some good stuff. If you really don't want them to spawn, you could replace the dirt that is within the spawning area around the outpost to wood as they can't spawn on them.
To avoid the pillagers raiding my village, I fenced my whole village with two block high fences. Although if you really want to be safe, you could make it three so that the village would be safe from the pillager riding a ravager. I also immediately trapped my villagers inside the house because they kept wondering around outside despite all the horns and bell that was ringing.
If you really wanted to avoid raids you could just get rid of beds
