Drowns spawns A LOT in oceans. Just stand there for a while and you will be surrounded.
Yup, that's the ticket. Stand in one block deep water at the edge of a large body of water and they'll come to you in droves. Keep your shield handy to deflect incoming tridents, and use the off-hand looting bow technique to kill the trident chuckers (which tend to keep their distance). I average about 1 trident a night, but sometimes get more.

I believe in some of the early snapshot all drowned had a chance at dropping tridents (even converted ones), but that was nerfed in one of the later updates and you can only get them from naturally spawned drowned now. Also, in Java Edition I believe you only get them from drowned that are actually carrying them (they are not a normal drop).

Drowned that spawn with a trident as their natural weapon have a 8.5% chance of dropping the trident which has a random durability. Each level of Looting will increase the chance by 1 percentage point (11.5% with Looting III).
Only naturally-spawned drowned will spawn with a trident. Converted zombies will not.
I also got over 40 nautilus shells, more than 1.5 stacks of gold ingots, and a little over a stack of phantom membranes (because when you stay up all night dancing with the drowned, phantoms like to crash the party).
https://minecraft.gamepedia.com/Trident does not mention this same problem I have had, and I had been living ON the water and not ONE trident, but when I moved to Warm Ocean specially, and sitting in my boat, I would quickly find out that I soon got knocked out of my boat and got impaled from all directions from Drowned slowly rising up from the depths at night. Usually I've spent a lot of time in Ocean and Deeo Ocean, the original biomes, so might there be more natural to find tridents if you go to the 1.13 part of the ocean where other 1.13 features is on? is it a glitch? because I can confirm through hundreds of hours, not getting one single one, but now seem to know WHERE to find it. In Warm Ocean, in a boat (or ice as suggested) at night, with a shield or two, farming for full energy trident when mixed together.
Aha! I got it, it's because it's only 9 Ocena Biomes, frozen, deep frozen, cold, deep cold, ocean, deep ocean, lukewarm ocean, deep lukewarm ocean, but only LOW water depth for Warm Ocean, so naturally it takes faster for the Drowned to rise up in Warm Ocean and you will be more likely to get them

Drowned follow the same hostile spawn rules as Zombies, except they spawn in water. They still need light levels of 7 or less to spawn, and water is more transparent to light in 1.13. So shallow water will have a lot less spawn area than deep water.
In my SSP world spawn is on an island surrounded by mostly deep ocean, and I have spawn blocked caves and ravines around the island for my creeper and slime farms. Because there is no place for mobs to spawn except for my creeper and slime farms (which are both pretty small) and, of course, the surrounding ocean, I get tons of drowned spawning. They rise up in droves at night, and even in daytime when I stand in water near the shore.
That world was created way back in 1.8 and has been imported and played in all major versions (and most minor versions) up to 1.13.1, so it's not a requirement to go to newly generated 1.13 chunks. I get so many drowned spawning that I can get a trident in one night, and often 2 or 3 in one night by hanging out at the base of my iron farm (which was built over the ocean) and plinking drowned with my bow in my off-hand and my looting 3 sword in my main hand (which gives looting for bow kills).

I've built a witch farm (way back in 1.8) and flooded the surrounding land so nothing hostile spawns there, ever, and all I get is witches being splattered inside the farm. I had to go back and check after the 1.13.1 upgrade (I skipped 1.13 because it had so many bugs...) and found that, imagine my shock, drowneds were spawning in the huge lake at night. (Though there are still plenty of witches so I won't lose too much sleep over it.)
Two of them were wielding tridents, out of a pack of about nine or ten. I picked up a trident off the first one of them, and it's still got 190 uses left on it. That I have a Looting III sword will be something to do with that...
I'll be turning it into Courageous_Marinade's Trident Of Poseidon as soon as I get a Channelling book. The rest came from librarians and a fishing farm.

Last night I copied my SSP world to my SMP server to test something at my guardian farm. When I was done I headed back to my base, but since there was still a few minutes of night left I stopped at my iron farm (my favorite spot for plinking drowned with the looting bow technique). As the eastern horizon glowed orange for the impending sunrise I was skewered by not one, but two trident chuckers, who I quickly dispatched with well aimed off-hand bow shots. I shot a few more drowned who were not carrying tridents until it got bright enough for the rest to sink back into the depths.
As I scanned the nearby water I saw the usual flotsam of rotten flesh, and then a trident bobbed to the surface. I was just about to dive in after it when something else caught my eye... could it be... YES! Another trident!
So two trident chuckers, and BOTH dropped tridents. One even had Unbreaking III and Loyalty II on it.

Certainly helps to have all the farms built already, doesn't it? Iron, guardians, witches, gold, all the crops, all the animals (that are useful), sugar cane (...pillar, sugar cane, brick wall!), chorus plants, cactus, cocoa, anything that wouldn't take several years to build (such as Rays Works' infinite shulker shell farm that requires all three dimensions) I've already done it. Sure, the pumpkin/melon and squid farms are broken, but they'll not be a huge job to rebuild.
Once they're done, here comes the combined trident-kelp-seagrass facility. I will fill a double-chest with fully repaired tridents... just because I can.
I used the Channeling enchantment for the first time yesterday - it took me hundreds if not thousands of MC days to acquire 3 charged creepers and get the all rare mob heads, now i managed the same in 4 mins ... i'm kinda disappointed they've made something that was so hard, and therefore a real challenge, to making it sooooo easy.
