Entire world gen code was changed, therefore they need to completely re-do the way customized worlds work. The Buffet world type seems like it will replace customized worlds, but it has a long way to go in terms of settings.
they should just not do the flattening. It's not that essential.
The flattening is absolutely essential, unless you don't want anymore updates with new blocks and such. The game was about to run out of block ID's. It is absolutely essential. New system allows for a (practically) infinite amount of blocks and items. It's why the devs have been reluctant to add more slab and stair variants until now, they didn't want to use up all the block ID's. But now they can go crazy.
Granted, I believe there were much simpler ways of increasing the number of block ID's, but this is the direction they decided to take it. Either case, they have spent years working on the flattening, they're not going to withhold it because customized worlds don't work yet.
I noticed that too when I played the snapshot for the first time over the weekend. I hope they can bring at least some of it back. There were things that I always changed like dungeon spawning set lots higher, and setting the ores a bit higher. It is so much more fun to explore when you have more dungeons appearing.

I honestly hope that they don't permanently remove the customization, and that Buffet stays a separate world type. I like how they're combining biomes with generation and such, but really, bring back the customization in some form similar to what we had. At least we still have superflat presets.

Yeah, I can see why you'd get that impression, but in this case the Wiki is actually living up to its reputation. The information is not wrong, per se, but it is inaccurate. The 1.8 implementation of Customized Worlds is going away in 1.13 because it 100% broke due to changes made to the worldgen code. It is being replaced with a new system that will have more options and better-defined options, the net result being that users will have even more control over the worlds they create. However, Mojang simply ran out of coding time to get all of this into 1.13 and they said as much.
Customized Worlds are not going away, they're just temporarily unavailable due to renovations.

Customized worlds are using different formats than normal worlds, which that they have revamped.

I just played the pre-release1 and I still cannot play custom worlds.
If they release 1.13 without supporting custom worlds, I would be deceived.
The only hope is someone will bring it back in mod version.
