I have been unable to figure this one out and was hoping someone here could help,
I found that (in server.properties) setting
level-type=buffet
generates an all ocean biome world, is it possible to specify generator settings from withing server.properties? or will I have to generate the world in single player and copy the folder containing the world over to my multiplayer server?
I got it working by first creating the buffet world in singleplayer, then I went to the directory of that world and opened level.dat in an NBT editor. I copied and pasted the generatorOptions into server.properties (generator-settings)
Also make sure you delete the existing world folder in your server directory so it will regenerate the world.

or even easier just copy the entire world over and tell your server to use that instead, the existing world folder overrides the server settings and will generate whatever the world is set to
