I think water surface and sides of water blocks are just too opaque and the glass (old and new) is too noisy.

Ideally it would be (almost) unnoticable... except when was was working with it
As aquariums become popular with the adoption of 1.13/14, I expect clearer glass textures to become even more popular.
Not sure whether it could be done on some of the gamebox platforms, but offering alternative textures – in small doses (eg. a pack of 16 clearer glass textures) – would likely be appreciated by many who do not have the comparatively easy ability to customize enjoyed by the original platfrom [java] edition.

I must admit, once there is OptiFine 1.13 available, I'm going to use it. And it has connected textures, which means all the edges of glass blocks will disappear. That will help a lot.
But honestly, water being too opaque is the bigger problem here. When you are underwater, it's great, but looking at water from above or from the side makes it hard to see what's in it. It makes sense if it is a swampy muddy water, but clear water is just not blue and this opaque in real life, and as you can see, even in the game it's not a very good feature.
A solution is to make water textures less blue and more translucent!

But the default look, mainly of water surface and sides, should allow for things like aquariums to look nice, as this is the update aquatic update that focuses on water things.
Are not we going to be able to add water to some blocks? If we could do it for the glass, so it fills up the empty half of the block...
I think I know what you mean. If we used glass panes, we could have the water touching the glass without the half block gap of air, right?
The problem is this:
I put one bucket of water in the center and one directly onto the pane I'm pointing at. The water just pours out right through.
However, if you use stairs:
You see water fills the stair indent bit and stays inside. But this doesn't work with glass panes.
But still, even if it worked with panes and it helped a bit, the problem with water opacity would persist. And I think it is the biggest issue here.

However, I don't agree that this is a good solution.
Because:
1. Update Aquatic is a water update. One of the first things, people thought would be cool to make, was aquariums. The gameplay mechanic, that allows you to catch fish in buckets, pretty much implies aquariums. Therefore water and glass textures should be ready for that by default.
2. Some custom texture packs have more transparent water, but don't have glass clear enough, or the other way around. Or they have both things just right, but the rest of the packs is ugly.
3. What if you're playing on a server? Everyone uses a different resource pack, mostly default, though. They will not be able to admire your awesome aquarium, until they download the same resource pack you.have.
4. You can modify the default resource pack: make water and glass textures better. But the arguments number 1 and 3 still persist.
What I'm saying is, Mojang should make the default look right.
Many people hate the glass textures, old and new ones too. I don't know how the majority feels about water, but I don't like how blue and opaque it looks from outside. It's great if you submerge, though.
I can see a purpose (from a game design perspective) of fairly opaque water when viewed by a player in air: this prevents it from being too easy to see what is underwater by standing/flying above it.
Where the current high opacity to be retained on the top of water (but not on the sides & bottom), aquariums (at least many of them) would look much better without impacting that design consideration.
(Koi pond style builds would still show fairly opaque water, but at least many builds would be improved.)

Although, it'd be cool if they could make the water more opaque the deeper it is, or the more blocks of water there are. This is actually in the game, isn't it? But what I mean is that maybe they should make the difference much greater. So for instance, while looking at water from outside, a fish would appear very clear and easily recognizable if it was swimming a block or 2 away from the surface. But the farther away it'd move, the less visible it'd be, so some 10, 12 blocks away from the surface it'd be just a hard to see silhouette. Again, I'm talking the situation where we are looking at a body of water from outside of it.
There should be a "half waterlogged" glass pane block state, where water exists only on one side of it. That would alleviate the lack of visibility and also create many neat decoration possibilities.

Yes, that would be neat. But in my opinion the bigger problem is the water being too hard to see through.
You can't see anything.
There are some sea pickles to light it up, but it's still just... bad.
You have to press your nose against the glass to see at least something, but it's not a very impressive sight.

It could help a bit as the streaks are not so distinct. But stained glass is less transparent overall.
