We've got a fairly large jungle on our world, which we terraformed and conditioned so that Ocelots spawn freely. This includes spawn-proofing above and below ground to a distance of 200 blocks in each direction from the center of a Mother Tree/ temple.
Problem is, the entire area has been generated prior to 1.12's release, and because Ocelots spawn so freely (and occupying the friendly mob cap), we're not seeing any Parrots (provided it has been confirmed that parrots will spawn in pre-1.12-generated chunks).
Apparently, there's something about Ocelots' reference to the hostile mob spawning checks, but then counting as friendly mobs, that allows them to spawn and fill the passive mob cap. My theory to force parrots to spawn is this....
1. the area is 100% agro spawn proofed.
2. Have another player occupy one of the server's mob spawners (skelly, for example), letting the number of mobs build to exceed the mob cap and stay there, just out of spawner activation range, but close enough that none of the mobs despawn.
3. Have a player go to the Jungle and kill off all the ocelots on the lawn (yes, it spawns a LOT of them once the area is properly conditioned).
Theoretically, this should result in the hostile mob cap preventing the respawning of any new Ocelots; once the ones that were already there are killed, provided the friendly mob cap is not yet exceeded, Parrots should spawn in their stead.... ideas?
I'm also having this trouble on my server as well where we have this huge pre 1.12 jungle, we get ocelots but no Parrots. I've built a large pyramid and chopped all the leaf blocks, Ocelots spawn fine but still no parrots in sight.
are there any mob farms in the spawn chunks? Not only is there a hostile mob cap, but also a passive mob cap. Passive mob spawning happens a lot more infrequently than Hostile mob spawning, and doesn't happen at all if the amount of mobs loaded into the world exceeds the cap. And that cap isn't very high.
If you got any farms, or there are any passive mobs wandering around the Jungle area, it might be worth it to kill them off. That should give parrots some room to spawn, though they'll still probably not swarm the area.
Yeah. the passive mob cap is 10 (we run the default mojang server launcher, so there is no modification). We're well aware, and under the passive mob cap, including at spawn, and accounting for passive mobs in chunks approximate to logged-in players.

I'm sorry to hear bout your parrot problem, I'm not sure I can help any but you can ask me if you want, I might know something.
Strange... I see Parrots everywhere and when I say everywhere I mean atleast 2 per 2 chunks. I never see ocelots though...
