If so... Mojang made an OOPS. I was going through my rounds of brainstorming ways that people could cheat(I like to be the one to report an issue before someone less responsible finds it and starts abusing it, you see). And I thought of this. So I thought, what is the most devastating cheat item that requires no command block infrastructure for non-OP players to use. And then I thought of custom Villager spawn eggs, the kind that give out cheat items in exchange for dirt/cobble/whatever other worthless junk you can think of. And then I thought: Ohhh boy, I sure hope this isn't a thing...

I hope someday there's more magic in Minecraft, though I know it's not likely to happen. In the meantime, I play modded a lot. I enjoy a lot of other games too, so don't expect me to be on the forums all the time.
The idea is that for SMP, you no longer have to trick an admin into OP'ing you to be able to do this, only trick them into putting you into gamemode 1 for a bit. Then you have unlimited diamonds, cheaty armor, weapons, "creeper nuke" spawn eggs, even levitation arrows. Anything you want, coming directly from a villager... And it doesn't even have to be a normal villager, you can set him to have NoAI and Silent and have Invisibility with no particles, and put the SAME EGG you used to spawn him as one of his trades so that you can just kill him and replace him if the invisibility wears off. Just saying, if it's possible to do this(still not sure), then admins have one more thing to watch out for when running their servers.

I don't really know how this toolbar data works in relation to SMP but you may be correct, however there may be limitations already in place we don't know about without testing it. I see a bug report on the tracker that looks like it's reporting what you're talking about and it was closed as 'Works as intended':

Perhaps if you're not an OP command blocks or items with custom data won't load on the toolbar?
From what it looks like, this is an intended feature. And admittedly it's not as bad as it would've been if non-OP players could place Command Blocks like in 1.8. Just saying, be very careful who you set to creative mode since it gives them an opportunity to spawn in pretty much anything now, not just what's in the creative inv.

Or grab a shulker box filled with villagers filled with OP gear. Have one villager sell that shulker box.

I tried it with terrible results. I gave my wife my glasses for a second, a creeper showed up and now my wife is pregnant.
