I think the Terracotta fits in with the default textures quite nicely. This update is quite odd: people are complaining about the smaller updates, but when they get a big one like they asked for, they just complain about it. Just be happy the Terracotta Blocks don't generate anywhere and are just player-created. If you don't like them, you don't have to look at them.
Concrete supplies badly needed, solid primary colors. If you want more muted colors, use colored clay. There have been times where I wanted just a simple solid color for something and had to choose between a pallet of OFF colors "simulate" the effect I was going for.
Concrete dust, provides a more textured look to the same pallet. (Have ever wanted to approximate stucco?) The way you use these (like all blocks) are limited only by your imagination.
As for the terracotta blocks, You really have to play around with them for a while to understand how important block placement and orientation is to generating a pleasing pattern. Each block as four corners which can be place in 4 directions. A pattern where each placement is rotated 90 degrees produces a medallion like effect. Choosing a different corner as the center gives you a different medallion. Alternating the placement gives you different patterns. In combination with all 16 of these blocks provides a staggering number of potential patterns you can create.
Take a look at the real life mosaic floor tiles in any number of religious, and/or public buildings and your creative juices should really start to flow.

1. Minecraft art stytle should be simplistic. Every block in most update match the theme. And most of them also aren't noisy as these block.

I mean what's next? chisseled dirt with rainbow effects. Minecraft art stytle should be this simplistic, slightly desaturated aesthetic texture. Not this monstrosity.

Well, he said it was the "Builder's Update"... Which as I've already mentioned, is not the case. It is the "World of Color" update.
He says that "everything feels like it belongs in the world except those blocks", but does not explain why he feels they don't belong. It's not like they're naturally generating... He just goes off on some random rant about Team Fortress shades while at the same time saying "almost" all Minecraft blocks have a simple art style. Basically admitting that there are already similar blocks in the game and he just doesn't particularly like these specific ones, even saying "oh this or that one looks pretty good though".
I'm guessing he simply has limited cultural exposure if he feels like they "don't belong". I see them as a cultural expansion of Minecraft to attract a larger audience. The most common use I can see in-game is for the recreation of things like mosques. Mosaics have been used throughout human history for thousands of years. Here are a few examples.
